The correct solution would be that the player after rejected draw must do a movement before next attempt of Offer Draw. Or lose the turn.

I can but assume that a lot of experience players will fall for this kind of behaviour. It is plain rude and wasting my time to be able to offer several drawers in a row with me declining everyone so far.

This is easily abusable and easily fixable. If you limit players to only being able to offer a draw once per turn, the ability to abuse this becomes seriously limited. If a draw is rejected, the player who offered should not be able to offer a draw again until after they have taken a turn.

its already limited to once per turn (i.e. player should not be able to offer another draw unless he makes a move). also it increases the timer of the opponent every time you offer draw
